Long-term Drought Status
The long-term drought status is determined by evaluating precipitation data from the previous 24, 36 and 48 months, and streamflow. Of the previous four years, only 2010 was a wetter than average year. The cumulative lack of precipitation causes reductions in stream flow, soil moisture, and groundwater recharge. The reduced soil moisture and lowered water table affects forests by reducing the water available in the root zone.
Currently the pattern of the long-term drought is similar to the pattern of the short-term drought, with the driest conditions in the southeastern watersheds and the Colorado Plateau. Although last winter was quite wet, the southeastern watersheds were not able to recover from the previous dry years. Since the current La Niña is waning, there is no strong atmospheric signal to indicate whether this year’s monsoon will be wetter or drier than average. However, until the monsoon begins, the long-term drought conditions are not likely to show any improvement.

Precipitation totals for the “water year,” which began October 1, 2007:
– Phoenix 4.24" (.47" above normal)
– Tucson 2.97” (.21” below normal)
– Flagstaff 11.09" (1.51" above normal)
The MTC is a scientific working group that assesses drought status. It is made up of hydrologists and climatologists representing local, state, and federal agencies and organizations. This group is tasked with monitoring current drought conditions, forecasting future conditions, and communicating that information to resource managers, decision-makers and the public.
The MTC, established by Gov. Janet Napolitano’s Drought Task Force, meets each month to produce a monthly short-term drought status map, a monthly drought monitor report, and a long-term drought status map each quarter.

The current La Niña is expected to persist through the spring and consequently, the National Weather Service Climate Prediction Center continues to forecast warmer and drier than average conditions for the southwestern U.S.
A shift to warmer temperatures over the next two months may cause the snowpack to melt earlier than usual, limiting streamflows later in the spring. The wet winter of 2007-2008 certainly improved short-term drought conditions, but long-term drought endures.
The MTC will issue its next quarterly long-term drought status update in April.

The decline is "almost unprecedented" over the past 800 years, say researchers who used tree rings to reconstruct a centuries-long record of snowpack throughout the entire Rocky Mountain range.
Their work, published yesterday in the journal Science, suggests that the plummeting snowpack could have serious consequences for more than 70 million people who depend on water from the runoff-fed Columbia, Colorado and Missouri rivers.
"The Northern Rockies have shown the greatest response to warming in terms of snowpack decline," said lead author Greg Pederson, a research scientist at the U.S. Geological Survey's Northern Rocky Mountain Research Center. "Temperature, especially now, seems to be undercutting snowpack."
That's a marked shift from the pattern that predominated from A.D. 1200 to the 1980s: When snowpack was low in the Northern Rockies, it was high in the Southern Rockies -- and vice versa.
But for the past 30 years or so, snowpack in both regions has shrunk. Pederson and his colleagues pin the blame on warmer springs driven by a combination of rising greenhouse gas levels in the atmosphere and natural climate variation.
"In the last 30 years, there's been this growing synchrony where the whole West is getting warmer," said Philip Mote, director of the Oregon Climate Change Research Institute at Oregon State University. "That part is not new, but they point out a few other occasions in the last millennium where there has been low snowpack in the West were also periods that were unusually warm. That's a pretty strong message: that historically, low snowpack and warm spring go hand in hand."
