The only caveat is that sometimes a "tax credit" results in the government actually giving money to someone who doesn't pay taxes or giving more money to someone than that person paid in taxes. The Earned Income Tax credit is an example. In such a case, a tax credit can indeed be a "subsidy."Tax breaks = Letting someone or something keep money it has earned
But I doubt if that's the case here. I'd be surprised if the ethanol credit results in a true subsidy to anybody.
