I would imagine that most of the guys that vote are pretty familiar with the teams in their area/conferences but not quite as up on the conferences that are not traditionally strong...like the NEC. I know that over beers once in a while I will be talking about a team from another are of the country and I know more back story than some of the local newsmen do.
