Do Walk-ons Count Against Title IX Numbers?

Interesting situation at Coastal Carolina...the coach has been told to reduce the number of walk-ons to meet Title IX requirements...
The athletic department has told coach David Bennett that he must reduce his roster size from 125 to 100 to comply with Title IX gender equity requirements, Bennett said. The reduction will begin when the Chanticleers report for camp this summer.

Another point in the article is that CCU has carried more than the NCAA allowed number of players on the roster...why have they been allowed to do this?
Coastal has typically carried around 120 players on its roster since the program's inception, giving Bennett the option of carrying as many as 35 walk-ons. NCAA rules allow FCS teams to divide 63 scholarships over 85 players and bring 90 players into preseason camp.

To answer your two questions:

1. Yes, walk-ons do count against Title IX numbers. The rule applies more to overall athletic opportunity, not just scholarship numbers.

2. There is no rule infraction here as there is no NCAA limit on overall roster size. The rules outlined in the last sentence you quoted represent the only real restrictions. At the FCS level, 90 players may be brought to pre-season training camp which takes place in August, prior to the start of classes. Once the semester begins, however, teams can have as many players on the roster as they want within the bounds of Title IX.

Doesn't that kinda put those "extra" walkons at a disadvantage should their services become required? I realize it's not that likely, but with injuries occurring at a much higher rate than in decades past, one never knows....

SuperHornet's Athletics Hall of Fame includes Jacksonville State kicker Ashley Martin, the first girl to score in a Division I football game. She kicked 3 PATs in a 2001 game for J-State.

They do because of the fact that having that many players on the roster means extra costs to the program (e.g. insurance, equipment, etc...). They aren't dollar-for-dollar the same costs that a scholarship athlete would have, but there are still costs included in the Title IX compliance comparison that most schools use (Male $ vs. Female $).

These kids are look or scout team players. While there is not limit on in-season roster size, there are conference limits on the number of kids that can suit up on the sideline, and that limit is rather small on the road as well.

Title IX was a load a crap when it was instituted and is a load a crap today.

Title IX is great - it has provided many opportunities for HALF of America. The implementation was poor at many schools, as well as the scope. If a school is more than 50% female, shouldn't that be a equal rights violation?
