I think that just means that it will be in HD for those who have HD TVs and service. If you don't, then you'll just see it in standard def. I have an HD antenna on our bedroom TV. Has a cable connection that allows you to get cable channels and the HD channels via the antenna.

My guess would be a little of both. I know Comcast really misers out the bandwidth. Even though it technically is high definition, it is just barely in my opinion. I have Cablevision so its probabbly barely HD as well. I just recently switched back from FIOS and there is a dramatic difference in picture quality on the HD channels from FIOS to Cablevision. 720P or 1080i or 1080P are the acceptable HD broadcast standards, any & all of these will look very (almost exactly) similar on a consumer model flat panel television for lots of reason - mostly due to the televisions de-interlacing capability and pixel processing capability as well as they way the image is broadcast - due to compression
