Old championship banners would keep it within 10 against VMI or Penn.

But SIU's only loss was a three-point loss to an FBS team (not a particularly GOOD FBS team, but still).
So if I was voting (which I'm not), I'd have SIU as my #1.

My point is that ISU is being tremendously under rated. They are easily on of the ten best 0-8 teams in the country. Hell, it wouldn't be a stretch for them to have a couple of wins playing if they were playing in the Ivy or NEC.
