And for lots of Hispanic CITIZENS, illegals are an issue that they feel strongly about. My son is married to a second generation Mexican-American woman who is more conservative than I am. Why say “at least” at all? I always love it when some news story says “at least 352 people are confirmed dead” or “more than 2716 people have contracted COVID. If you have a count that’s that specific, then say it. “Currently, 352 people are confirmed dead...” or “there are 2716 known cases of COVID,...” English really isn’t that hard.

Eh, if you think there are more names coming, and in this case there were, then I'm fine with leaving it with the "at least" - even with actual newspapers going away there is still value to brevity in news reporting and that's a pithy way to say that sentiment.
