2008 was ages ago -- the pre-nuclear option Senate. The majority had to give, because in truth, you needed at least 60 votes to get something to the floor for a vote. People never previously saw the Senate as a pure majoritarian body that can ram through the majority's agenda, without compromise, with a bare 51 votes. Wait 'til the word gets around. I actually agree with you this time. The only thing I'd add is that the proportions in a population will eventually become such that even if they don't turn out at greater rates they will overwhelm the system. What the Republicans are doing now is gaming for the short term by trying to fire up and get turnout from shrinking demographic groups. It may work in the 2018 mid terms. It may work in 2020. But in the long run it's a poor strategy. As noted before: We are already at a point where the majority of United States citizens don't want the Republican Party. The only caveat is that the Senate ...our system again...can help them stay relevant because low population States get just as many seats as high population states do.
But I think the election that represents a total national population referendum is the Presidential election popular vote and the Republicans have only won that referendum once in the past seven tries. What we have now is minority rule. We have one of the two major parties in total control when the majority of people in the country prefer that not be the case.
