In the NYT link we see that Russia is meddling in Montenegro's politics. Because that's what they do - they meddle in ways that they believe are in their national interests
What does Montenegro have in common with other nations where the Russians are causing problems? They're trying to join NATO. An organization that at any moment could come under the sway of nationalist European (or American) governments - an organization founded for the express purpose to fight Russia (I know, I know, defensive.... but it still signifies a large standing army on European soil, and missions/intents have a way of changing and the Russians know this well)
So another member of NATO only makes NATO stronger, right? Plus, it is in the American interest to enter into a mutual defense (hah hah hah like Montenegro is coming to OUR aid) treaty with a country that has a military smaller than the CA national guard, and zero strategic interests as far as we are concerned, right? Makes total sense!

All I know is that those countries along the Adriatic have some gorgeous looking landscapes, seascapes, medieval towns, cathedrals, and shit. The cuisine sounds amazing too.

I take it that you favor -- if anything -- bilateral "defense" pacts between the US and "strategic" Asian allies to protect our interests. We still have them with South Korea and Japan, I gather. And there's a lot of "wiggle room" in those treaties.

I am not a fan of inertia as it exists in government and in foreign relations. The world changes and we need to get into the habit of reassessing constantly, instead of falling into costly paradigms. John McCain is the antithesis of this. He's like a Lost Causer, still fighting Gettysburg 150 years later.
