Not so, the premise of the quote is not only military in scope, but the fact that man can overcome any obstacle built by man, and has been proved true in history 100% of the time..

It was coined by a man describing the (at that time) new mobility in warfare. Fixed fortifications alter the tactical landscape in ways that could not be avoided by foot soldiers, but had no effect on armies that used tanks and aircraft.

Unless the border is planning on moving back and forth, people will need to cross it where it is. There ARE obstacles, such as a wall, which would be much more effective than what we have now. To argue that a wall/barrier/obstacle won't work is silly. The argument should be whether we can actually build one and whether or not it would be prohibitively expensive.
