I don't remember hearing him say a 'dual' wall during the campaign. Even if he did, most of the time it was just 'wall'. And there's not a big difference between a wall and fence.

If you've crossed the TJ border you know the difference between a wall (portions adjacent to the crossing) and the fence (portion you drive parallel to as you head to Rosarito. Those metal fences currently up are completely useless. But yeah, a fence will do the trick.

As far as the dual wall goes, I recall someone talking about it. Must have been one of Trumps surrogates. Either way I've always felt it won't get built, because it wouldn't stop folks from coming over...oh and tunnels.
