Looks like they were running short of concertina wire & stakes and/or didn't know how to construct a triple strand layout (2 rolls on the bottom, 1 on top, with anchoring stakes) that you're not going to as easily lift up to crawl under. And those male hajis going under that have been trained on dealing with concertina wire.

That isn't much (obviously somewhere CA, AZ, or NM). At least they have vehicle barriers there. All the walkers have to do though is climb over or cut through the barbed wire, then have to walk for miles (or 10s of miles in some remote areas). The Border Patrol does have a chance to spot them crossing visually or with drones, aircraft, detect them with sensors or by cutting for sign on the drags that run inside the fence & then tracking them. But its not enough.
