Hitting a passing QB below the knees is now roughing the passer. I believe that rule has been in the NFL a while.
Suspended game policy (non-conference): if the ADs can't agree on how to resolve things, the home team's conference policy takes effect.
A sliding QB (or whoever) is now officially a "defenseless" player.
Replay officials can now call targeting themselves if the on-field refs miss it.
You can't stick a leg out to trip ball carriers anymore.
Coaches will be ejected for multiple unsportsmanlikes now.

So when do we put on the flags and take off the helmets. Jesus Christ man. So a defensive end is dipping around an offensive lineman. Head and eyes low. He sees the QB in the pocket and reaches out to make a tackle. He reaches for the leg to trip him because that's all he can get hold off as the tackles is pushing him upfield. But as he's reaching the QB begins the throwing motion. Which of course the DE can't possibly see (egg head rules makers who never played can't imagine this).
Do the DE grabs the calf area as QB throws.

From looking things up elsewhere, I believe this rule only applies if the DE is unabated to the quarterback.
