Actually you are quoting the wrong section of law. The law in effect when Cruz was born (and Obama) required 10 years of physical presence. It changed to 5 in 1986.

That Cruz "naturalized" in 2005 is a misnomer. 2005 was when his citizenship was adjudicated as having been attained at birth. That is different from naturalization.

Where'd the framers get that phrase, natural born citizen? Logically, it would come from a law that they were already familiar with, British common law. If you're going by their intent, I would say you have to understand the Brit's point of view.
