What is the procedure? A police car is a pretty good defensive weapon and a barricade.

The information the officers had was that a man was walking around the park with a gun.
If I had that information, the last thing I would do is drive right up to him and allow him a chance to shoot me before I got out of the car.
I think that because they drove so close to him, it caused split second reactions on both the boy and the cops. This doesn't excuse the boy from creating the situation in the first place though.
If you stay more than 3 feet away from the lion cage, the lion can't reach out and grab you.

The dude selling smokes in NY and the kid in Cleveland were amazingly bad.
E. Garner: resisting arrest, selling untaxed cigarettes. Arrested 30 times since 1980. On parole at the time of his death for doing what he as suspected of doing. All that doesn't warrant death however his refusal to obey authorities didn't help him.
M. Brown: Robbed store. Refused police orders, attacked police, ran away and then turned around and started charging the officer.
W. Scott: Pulled over, ran away, tried to take a cops weapon, then continued running.
Maybe if these black men had stopped and accepted the consequences of their actions, they'd be alive today.
Kid in Cleveland...that i'm not familiar with so I won't say anything. Is it like the kid in Walmart that was killed?
Keep in mind, In the past year we have 3 high profile cases of black men being killed by police. In that same time frame, how many black men have been pulled over, approached on the street, etc.. and have lived?
if you dont want to run the inevitable risk of citizens (or police for that matter) being killed over selling untaxed ciggies then dont make it an arrestable offense
same goes for drugs

Cop friend of mine in Scottsdale, AZ LOVED to work the night shift in South Scottsdale.
