Sac State was on self imposed restrictions for the past few years which probably reduced the penalties. A 1 scholarship reduction for next season, $5k fine, limited offers to recruits to 28 for next season. Probation ends in a year.

I think the biggest factor in the reduced penalties has been the self imposed restriction on post season play since we moved to D1.
