There are several schools in the west that are ready to "move up". So long as any BSC team has to "churn" players to remain competitive (and about half do...) BSC isn't ready as a conference to go FBS. Montana is ready to go FBS and has been for years. All it would take is a minor increase in budget to make the transition. Idaho and Utah State need to be bumped down neither have shown the willingness to invest in their football programs (yes...they do invest...but only when their backs are in a corner). The Great West needs to become the feeder conference for western D2's looking to move up (sorry GW fans), having said that, Cal Poly and UCD should move to the BSC and Idaho State over to GW (this is contingent on UCD getting serious about their recruiting...which may happen with a new OC and DC this year...Biggs needs to "change his methods" to remain competitive).
If Weber continues to invest in their program, and maintain the caliber of coaching they've developed under McBride...they'll rise to the top of the BSC if Montana departs. Ergo...Weber would be the next in line to go FBS.
To those who challenge the notion that a move to FBS is an "advancement"...any time you get a pay increase, that's an "advancement"...and the FBS is a "pay increase"...
