I've never met dback but based on what I've seen here I think he's a good guy and it would be good to have a beer or two with him. I also support gay marriage and gay rights. But, I do think he can be a little intolerant of others. While I support gay rights, I also understand how someone could interpret the bible to prohibit homosexuality and oppose those things. I disagree with them but understand and respect their position. I think dback takes their opposition personally and doesn't respect their opinions. I expect good Christians and good open-minded liberals to both be tolerant and hospitable to others regardless of their views or who they are.

What's the 4th? The Seawolf was cancelled in the 1990's. And the M4? The USMC loves the M4 and the Army is searching for a replacement. As for the submarines, they actually built three submarines: USS Seawolf, USS Connecticut and USS Jimmy Carter. The original order was 29 but 26 were cancelled. They were cancelled due to the end of the Cold War and budget constraints ($33.6 billion program). The Virginia class submarines are the successors of the Los Angeles class submarines. The Virginia class is planned for 33, with 9 already built and active and 5 under construction.
The DoD has been very serious about cutting waste since 2008 and has done a good job. (I say 2008 because that is when I got involved). From where I am within the DoD, I have seen many programs and projects scrapped due to cost and necessity. Also, the business rules are changing as well as the PM mindset. My own program has reduced costs by a mandatory 23% over the last 3 years.

First, it's "ongoing." Second, the digicam BDUs vary due to service and theater of operation. It makes no sense for sailors, on the blue ocean, to be dressed in tan or OD. Now, I do agree that the uniform should be the same for all service, with just different colors. But the technology that goes into those uniforms is incredible and has one purpose: save the life of the soldier, sailor or Marine. The one I seen first hand. I have a Step Brother was an Naval Officer and his first duty station was Key West, FL. He was stationed on a Pegasus hydrofoil ship, basically, a PT Boat on steroids. In 1993, the navy decommissioned the ships. The Coast Guard requested that the ships be transferred to them so they could keep up with the drug dealer using fast boats. The Navy was fine with the idea. However, the DOD said NO, we will mothball them and buy the CG 10 new small boats. Now, these new and expensive boats could not keep up with the Drug Dealers and they were under armed.

I'm not familiar with the CG programs/projects so I'm not sure what is up with that. However, the Dept. of Navy (to include the USMC) has made great strides to reduce costs and realize savings. It isn't a perfect system and won't be fixed overnight but we are on the right path.
So what is your business now that gives you great insight into DoD budgetting?
