Keeping tax rates the same isn‘t a cut.
A slowdown in the rate of growth isn’t a cut. If a government program spends more $$$ one year than it did the prior year (or more $$$ after 10 years since we‘re talking 10 year outlays here), there isn‘t a cut unless you are doing the special math that all the donks, and a lot of conks, do in DC.

Tax cuts have to be offset by spending cuts or other savings. I believe that they skipped that for trump's original tax cuts because they were temporary. Now that they're making them permanent they should have to find the offset. Have or are they finding those offsets?
