Well, it IS Gateway sexual activity. I'll admit I don't see the point in going through the trouble of going out of the way to say so since it's pretty self-evident. But it is.

I think comparing it to Sharia Law is a bit much. If they did something like say, "If a girl kisses a boy before they're married we'll cut her nose off" then that would be something like Sharia Law.
