It would cost the school a few thousand more a year, not hundreds of thousands. If the campus wasn't a gun-free zone, perhaps a CCW permit holder could have prevented this murder spree. And I am not well versed in Oregon gun laws to even know if their CCW process is overly restrictive like Delaware and other blue states.

What does that mean specifically? The article doesn't clarify that. Does it mean that in addition to a CCW, a student must also get further written authorization from the college? Also, how clear was the college in its policy? A lot of times, a simple gun free zone sign might deter a legal CCW holder from carrying.
