If someone can keep track of my voting history after the fact, they should also be able to keep track of my eligibility before the fact. Obviously some things would have to be worked out, but we can be be smart when we want to be. Yes it could be done, but it would be fairly complicated. Florida can't keep track of basic voter eligibility as it is. Agreed, but that might not be a bad thing. Standardize the way we conduct elections and maybe Bush v Gore never happens. Our current system is pretty stupid.
