From the above quote it seems to me that if players are leaving the Bengal program it shouldn't hurt your APR as long as they transfer to another school in good academic standing. I think the key here being that they enroll at another school and not just drop out. Maybe someone with more knowledge could give a definitive answer though.

I can KIND of go for that priniple in high school (though not really...that's a whole nuther topic). But not for college.They shouldn't be. But, to compete in extracurricular activities... especially ones as demanding as D-I football... you should have your school work in order.
In any case it's kind of a different thing. If they say a player has to remain in good standing to be eligible that's one thing. That is kind of along the lines of saying you can't participate in extra-curricular activites if you don't keep your school work in order.
But what they're doing here is penalizing the SCHOOL because some number of students don't keep their school work in order. And they're doing it even if the group involved...like football players...does better in general than other students at the school with similar demographic backgrounds do.

If a school is recruiting motivated kids with good character, that have HS grades and test scores that suggest they can be successful at the college level than they should have no problem graduating 50% of their players. Personal accountability plays a big role for sure, but programs below the 50% line are doing something wrong with either their recruiting or academic compliance and should be held accountable too. In other words, they're putting on blinders, recruiting primarily on football talent, and setting kids up for failure when they weren't equipped to succeed. See my previous post as to why its reasonable to expect football players in some circumstances to graduate at a higher level than the general student population. Again, were talking about a 50% grad rate, any school that's graduating less than 50% of its students has bigger problems than APR scores.

What about BYU, where most players I believe play for a couple of years, go on 2 year missions, then come back to resume their athletic career? I know the NCAA gives them a religious exemption to stop their athletic clock for 2 years to go on their missions.
