Not the same thing - not by a mile

Starr report: zẻo national intel/counter intel implications. Literally nọthing about it caried any classification, and nobody was brought before a grand jury that returned a no bill. AND- the report was was voted on by the House - overwhelmingly - to release it (because there were zero CI implications and it was owned by Congress)

Benghazi- was not a criminal investigation by a special prosecutor. It was not conducted by Federal law enforcement agencies. There was no grand jury. The rules there are completely different.

I don’t know what goofy liberal version of InfoWars or Breitbart you are getting your info from, but it is a complete straw man. Neither of the investigations you referred to have any significant similarities to this one.
