No they're not. To me they're easily one of the top 10 I-AA/FCS programs in terms of sustained excellence and arguably one of the top 5. It's got a sortable table so you can click the arrows and see how teams ranked through 2014 in terms of playoff appearances and wins. UNI is #3 among current FCS programs in playoff appearances and #4 in playoff wins. If you include consideration of former I-AA/FCS programs they're #5 and #7.
To me they have a better sustained program than most programs that have won national championships and that includes Eastern Washington. Some day we might reach the point of saying Eastern Washington has that level of sustained, consistent success over a long period but it's going to take a decade or two for that to happen IF it happens.
For over three decades now UNI has almost always been a factor. Different players, different coaches. Same quality football program.

Your stats are not factoring in playoff success relative to ranking. They should have at least several NC. It will take NDSU, Illinois State and SdSu and Montana moving up to FBS for them to be relevant again.
