Certainly the SWAC has its special issues with recruiting and competing. However, many non-HBCU FCS teams fight paltry budgets, as well. Though more gifted than SWAC teams, operations at places like UNI and Missouri State are strapped parallel to their situations and it's a dirty little secret that many more prominent FCS teams are hurting behind the scenes.
Still, one thing we often forget is that the I-AA/FCS model is supposed to be one of cost-containment.
