Those odd appearances in "ORV" don't surprise me.
How much of these is ego-driven? A voter takes a flier on Big State Tech and puts them in the 15-25 range. If the team crashes and burns, the voter quietly drops them from later polls. But if not, then the voter can say "I was on the BST bandwagon before there was even a bandwagon"! It may only work once or twice a decade, but when it does, the voter can crow about his football savvy.
I chuckle when the media projects success based on the number of returning starters. Sure, experience is important, but success does not automatically come to a 1-10 team that returns 18 starters for the next year. Maybe that team stunk the place up last year because of those returning players, and the lack of viable replacements.
