Sorry if i was so belligerent in my statements about the CAA, App State and Montana yesterday.
In reality, I do feel there is a competitive difference with the CAA and the remaining FCS conferences. The top five-six teams in the CAA, this year in particular, are competitive with the Big East and second-tier ACC teams, to say nothing of the lower level FBS conferences like the Sun Belt and the MAC.
Part of the reason is that that region now produces a lot more I-AA and lower level I-A talent (using the old terms) than it does BCS I-A talent. As a result, many of these players end up going to win at a I-AA level, rather than lose at a I-A level. Second, like Montana this conference gets a lot of quality I-A transfers. Third, the conference is essentially quality from top to bottom. Evidence is the number of Hofstra and Northeastern transfers that have made huge contributions this year for CAA teams, when those two teams struggled heavily last year.
The addition of Georgia State and Old Dominion will only increase the talent. Georgia State will allow CAA teams to go deeper south to compete against App State's traditional territory, while ODU will further increase the number of hampton roads players coming into the CAA.
The MVC has a good conference. The southern has a few good teams. But no conference across the board approaches the depth of the CAA. That being said, my comment about CAA teams being the only ones that matter wasnt fair. I am a huge fan of Boisie State and while their conference stinks (most of those teams are CAA-level), they are a national top-3 team legitimately. The same can and may be true of Jacksonville, Montana, etc. What is great about FCS is actually what happened last year with Southern Illinois - a #1 team was absolutely manhandled by the #3 CAA team, proving that Southern Illinois on that day wasnt at the same level as the final four teams. The opposite may happen this year!
It is also worth considering that much of the CAA have quality academic reputations. Villanova, William and Mary, James Madison, Richmond, in particular are very strong academic schools with significant resources.

Is that the Univ. of Richmond? They are 4-3 and play at Villanova and W&M and play JMU at home. Tried to put together my list of At-larges and autos but it was too hard. It seems like no matter what you do you have to either give an AL to a team that is on the bubble now or give an AL bid to a conference that traditionally doesn't get them.
