With over 12,500 student-athletes competing on the gridiron for 125 programs, USA College Football recognizes just the top 4% of the returning players with their 1st Team, 2nd Team, and Honorable Mention selections.

States that the selections were made by members of football writers associations, head coaches, sports information directors as well as the Associated Press, American Football Coaches Association (AFCA), the Walter Camp Foundation and USA College Football. Guess that explains the large number of players on the list (and from the Southern Conference).
