Depends. We didn't have the AQ in 08, and EWU didn't have it in 10, but both teams got seeded. So I don't think the committee really cares about conference standings, just the final standings/schedules. A loss is a loss, OOC or conference.
I read somewhere that prior playoff performance will have some factor in your seeding. I'm sure if Montana is on the bubble of being seeded or not, they'll be given a seed since they typically do well in the playoffs (at home anyways )
