Interception ratios

For the hell of it I was just perusing some stats over at the NCAA site. I noticed that there are about an equal amounnt of Srs to underclassmen (11 to 9) in the top 20 active career leaders for interceptions. While there would be higher numbers for the top seniors I noted a trend for the underclassmen. Most of them have more interceptions than games played. (ie: Moses 32g/48int at #1)

While only 3 Srs have more INTs than games played, the underclassmen come out at a disproportionate rate

There are 9 so/jr listed in the top 20. 7 of them have more INT than gp while 1 is even up. so really 8/9 (88%)
There are 11 Srs (makes sense mathmatically) and, as stated, 3 with more INT than gp - 3/11 (27%)

Naturally the Srs have more games but they also have a better % of INT/gp. What's the deal here? Any ideas? And, what is a good/decent INT/gp ratio?
