Aren't most of those investigations done by private contractors?

It depends, but yes most of the time. That said, the contractors are not the actual adjudicators. They do a lot of the actual contact interviews; stuff like that. But the adjudicators need to be practicing oversight and spot checking the contractors' findings. I know a few clearance investigator contractors- a lot of them are very experienced in the field and very professional. I think if they dug back into this guy's investigation they would be just as likely to find an adjudicator who was lax as a contractor who didn't dig hard enough.
