Yes, because we all know that sex with a 16 year old is OK. After all, it is legally consensual.

So, if a person has sex with a 16 year old in Delaware, he's bad, but if he has sex with a 16 year old in MN, it is good, because kids in Minnesota are so much more grown up and able to handle such relationships.
