Did you belive this crap? The best performance weapon was the H&K 416. Men from Delta and Seal Team 6 love this weapon. It was hands down the best weapon. The FAR requires every solicitation to, at a minimum, consider both technical performance and price as evaluation factors in a competitive (Part 15) procurement. In most of my procurements, I have several other evaluation factors (past performance, small business utilization, etc) with various weights, depending on the nature of the procurement. Most of what I procure is professional services, particularly analytical and engineering services for DoD, and we usually weigh technical and management factors significantly more important than price.
In the case of buying "widgets", and guns are essentially "widgets", the KO will sometimes weight price more heavily so long as the item meets a technical acceptability standard. This is called LPTA and that's quite possibly the type of procurement that was conducted for the rifles in question.

That's all well in good, but go back to my first point: COST! I've did a great deal of IT procurement and the most loved product wasn't always the best one for the job. Sometimes, what the troops love doesn't mean it's the best for the current fiscal/combat situation. Yeah, it has great stoppage and is in the threshold of jams, misfires, etc.... but so did the Colt. Out troops have NEVER, EVER had the best. They have always had crap and it has always been that way. Even the Colt 1911 and the Springfield 03 were not ideal combat weapons.
From freezing to death at Valley Forge to dying of peritonitis and typhus at Spotsylvania, vastly inferior weapons in WWI, vastly inferior weapons in WWII (rifles, machine guns, aircraft, submarines, you name it)
You act like this is a recent phenomenon- but large militaries never have the best equipment they can have- and neither state owned production nor free market capitalism, nor the feudal system have been able to overcome this in hundreds of years.

The fixed-price incentive multiyear contract provides for the delivery of two ships annually, with work expected to be completed by 2024. Electric Boat will continue to subcontract with Huntington Ingalls Industries–Newport News. The award is the Navy’s largest shipbuilding contract ever in terms of total dollar value, according to Rear Admiral Dave Johnson, program executive officer for submarines at Naval Sea Systems Command.
