Maybe, but female victims are feeling empowered to come out against their assailants (as they should). She also mentioned this six years ago to some people, so she might not be making it up. Hesitance to make it public - knowing there will be consequences - could be the reason it came out late.
I wouldn't be surprised either way, but it should be investigated. It doesn't help that Judge wrote a memoir saying that he and his buddies, including Kavanaugh, would get black-out drunk and wreak havoc at parties. Kavanaugh may have no recollection, but that doesn't mean it didn't happen.

As her private outreach to California Democratic Sen. Dianne Feinstein became public over the past week, she decided to go ahead and speak out herself, Sunday's report said.
"Now I feel like my civic responsibility is outweighing my anguish and terror about retaliation," Ford told the Post.

She was scared, which is a classic reaction to people/organizations with power.
