I did a little Googling...plenty of places have civilians running their 911 outfits...some attached to the police department. Haven't seen one that calls any 911 dispatcher an officer...they are mainly classified as communications folks. They do not give orders...they are hired to communicate and use their best judgement and I have yet to find a site that gives them the power to command their callers to do something or face criminal charges.

Are instructions/suggestions from a 911 operator considered "commands"? If you call 911 and have a child who is sick, and the operator tells you to stay at home and they will send an ambulance...are you required to obey that command or can you put your child into a car a drive to the hospital?
