It's the federal government's job to fund infrastructure. Cutting taxes on small businesses would be great. In fact, why tax businesses per se at all? Just tax individual income. The point of a business is to make money for people. Tax the people.What about the small businesses who employ more people and bring in tons of money to the state coffers?
Right now we have a situation in which corporations exist to make money. They tax the corporations then they also tax the incomes of the people who make incomes off the corporations. It's double taxation. If it were up to me I'd eliminate corporate taxes entirely.
Of course I'd also eliminate the income tax and go to the greatest extent possible to user fees where the people who utilize a particular item or service provided by government would pay for it. Like one clear cut example is using a road. If you drive on the road you pay in some way whether that's tolls, a mileage tax, a fuel tax, or whatever.

Reduced property taxes are an incentive to get the big boys to move there, and only a tiny handful of states have B&O taxes (which are ridiculous). I think the problem is that we spend, wastefully, too much. Get the spending under control, eliminate waste and duplicate agencies, positions, roles, etc... and spend more wisely. If you continue to tax people, they won't have money to make ends meet. They are tired of dealing with Washington State as well as Union Labor
Washington State is in the midst of trying to (state wide) restore the Salmon to the local rivers and stream eco-systems as well as river otter and other naturally occurring flora and fauna
This "extra" attention to the ecological infrastructure of the state is causing problems for the companies that create a lot of garbage and chemicals from their manufacturing processes
that coupled with the Unions killing Boeing
Washington State will NEVER be able to do enough - give enough - cut enough deals to Boeing to keep them from moving.... And that is just the way it is...

I drive by Boeing every day. It's confined by the airport, the Air Force Base, the interstate and a parkway. There hasn't been anything in the news or the rumor mill about fines levied by SC. I've heard of the penalties from the FAA, but not from SC. You might be referring to the 466 acres that Boeing is leasing (for $1/yr) that had different zoning classifications. All the land was mostly undeveloped, except for a trailer park. There was a wetlands mitigation plan that had to be completed and approved by the Army Corps of Engineers and all of that was successful. Much of the wetlands is left over from when the area was a phosphate mine. The biggest "scandal" had been the sale of the trailer park to Boeing which forced the removal of 400+ mobile homes.
