A better question is:Where exactly does the Constitution grant states the right to leave the United States?
Where does it grant the Federal government the power to force States to remain within the Union?
See, the way it was supposed to work is that the Federal government only has power explicitly granted to it in the Constitution. The idea of "implied powers" on the part of the Federal Government is...well...unconstitutional. One more invented concept to justify making the Constitution say things it doesn't say.
Nowhere in the Constitution does it say States are obligated to remain within the Union. And if it doesn't say it, they're not obligated. That's the way it was supposed to work. That was the idea. Had it been advertised as a situation where States couldn't leave the Union if they wanted to and that if they tried they'd be invaded then made to remain through force of arms the Constitution would never have been ratified.
