It certainly wouldn't have been as big as it is today, but if McCain had pursued the same financial and economic plan that Obama has, there certainly would've been an undercurrent of people advocating very much the same thing that the Tea Party has advocated. A whole shit-load of Tea Party related URL's were registered well in advance of a staged "meltdown" on CNBC by an "analyst" at the Chicago Merc. Exchange that "went viral" (as planned) calling for a "second Boston Tea Party"

It was a recruiting tactic, a way to rally the base - and little else... the only problem for the GOP is that it has basically become a case of the tail now wagging the dog. They need that fervent fired-up base so badly that the more intellectual aspects of the right have lost a significant measure of control that they once had over the party.
