You do have to look at how the questions were asked or even in what order. I've got a textbook from a survey sampling course I took that has some examples of historical polls where you could get a big difference just by changing the order of questions. Yes that's true.

But that's not because of sample size. Here's the thing: Think about election polls and what they look like shortly before the election. When you see the "margin of error" that's a 95% confidence limit. If it's + or -3 that's 95% confidence that the truth is within + or -3 from the poll result. But what you're saying when you do 95% confidence intervals is that you expect that over a large number of repetitions the true result will be outside of the 95% confidence interval about 1 in every 20 times. How often do you see the true election result fall outside of the 95% interval for polls taken just before the election?

When you see that margin of error it's not saying the truth IS within that margin. It's saying that it's a margin constructed in a way so as to expect that the truth will fall within the margin about 19 in every 20 times such a margin is generated. I've followed it for many years...I mean looking at what the polls say about elections and what happens. And i think they do very well. They MORE than achieve what they represent themselves as achieving by virtue of those margins of error.
