You do have to look at how the questions were asked or even in what order. I've got a textbook from a survey sampling course I took that has some examples of historical polls where you could get a big difference just by changing the order of questions. When you see that margin of error it's not saying the truth IS within that margin. It's saying that it's a margin constructed in a way so as to expect that the truth will fall within the margin about 19 in every 20 times such a margin is generated. I've followed it for many years...I mean looking at what the polls say about elections and what happens. And i think they do very well. They MORE than achieve what they represent themselves as achieving by virtue of those margins of error.
