I was just reading a memo from my top acquisition boss in the Pentagon thumping his chest about reforms called Better Buying Power. He cited a victory in the acquisition of the new generation of Marine One helicopters. One of the big chest thumps was that they put a cap on development cost.

Some spending is necessary, most of it just needs to be done smartly. The difference between you and me is that you complain about spending (w/o understanding why it's being procured) or things that were cancelled 20 years ago (Sea Wolf). 1,500 gallons isn't much. Was it being tested for R&D?

I don't like waste either, but R&D isn't a cheap game.

Ex. When I worked for NIST, one of my projects was construction of a Net Zero House for R&D. Needless to say, it cost a LOT more than a regular single family home.
