It was a cyclical downturn that was going to happen at some point regardless of who was President and what their policies were. Government policies like loosening banking/investment regulations (Conk), tax reductions while at war (Conk) and loosening home mortgage regulations (both) made the downturn much worse. Obama has done nothing that has had a significant positive impact on the downturn.

I agree. I do think Obama's (and Bush's) actions regarding the stimulus may have had a slight positive effect, I also think McCain would have done the same things.
