Page 40-41 of the ruling.

“At bottom, former President Trump’s stance would collapse our system of separated powers by placing the President beyond the reach of all three Branches. Presidential immunity against federal indictment would mean that, as to the President, the Congress could not legislate, the Executive could not prosecute and the Judiciary could not review. We cannot accept that the office of the Presidency places its former occupants above the law for all time thereafter. Careful evaluation of these concerns leads us to conclude that there is no functional justification for immunizing former Presidents from federal prosecution in general or for immunizing former President Trump from the specific charges in the Indictment. In so holding, we act, “not in derogation of the separation of powers, but to maintain their proper balance.”

That's the rub - we need litigation in many cases to determine legality. What if someone was adamant that sending arms to Ukraine under an executive order was illegal? They could sue for that. What if a President issues an executive order to do something at the border? Someone who's convinced that's illegal could sue the President directly for that. And drawing the line between the office and the individual holding that office isn't necessarily clear cut all the time in every instance. Like I said, Trump, with his limited mental capability and his uncontrolled ego, isn't really the best person to be guiding or pushing these questions of constitutional law.

trump's claims of immunity have always been BS. Inflaming the crowd that stormed the Capitol on January 6, arranging for slates of fraudulent electors, and attempting to bully state officials into finding votes/not certifying results were the acts of a presidential candidate not a President. His obstructing the return of classified documents had nothing to do with his duties as President.
