I certainly think dems have a lower opinion of their voters and thus would be more likely to think it would hurt them, but I'm not sure how convinced I am which party it would benefit.

I honestly think it would make the reddest states less red and the bluest states less blue, though.

Fortunately for us, those "rich white guys" were more forward thinking and better leaders than any of the clowns we have in Congress or the White House today (and that isn't a shot at Obama's race - Dubya is in the same category). The Constitution is far from perfect but it's a good document that has stood the test of time and I would be very, very careful about screwing around with it. I would predict that the long-term results would not be good.
