Could someone give me a link to the "new" ncaa rules for programs that want to move "up" from FCS to FBS?

a link to the thread we had on here would be good enough, but I'll take any info or links you can give me

the redbird football retards are at it again, they actually think we are going to get a call from the B12 as part of all this conference re-allingment mess

I don't think they've done the "new" rules (post-moratorium). Nobody can begin the process of re-classification until the moratorium ends in August 2011, which may be too late to start it for the 2011 season.

Current requirements to move:
1. Must sponsor a minimum of 16 NCAA sports (including football).
2. Proposed rule (not yet approved): Must have an invitation from a FBS conference.

Requirements after moving to maintain good standing:
1. Must average a minimum of 15,000 attendance per game over a rolling two year period.
2. Must average a minimum of 76.5 scholarships in football.

No longer a requirement:
Stadium size. There used to be a 30,000 capacity minimum, but that rule has been done away with. Idaho's stadium is the smallest in FBS at 18,000 capacity.

The minimum financial aid requirement for FBS includes "b) Annually offer a minimum of 200 athletics grants-in-aid or spend $4 million on athletics grants in aid annually." (from NCAA Divsion I manual, page 317). ISU has enough sports, you'll have to find out how many grants they give.

The moratorium ends July 1, 2011, the start of the new fiscal year and lifted in August
Teams must apply for FBS by June 1, 2011 (but have to wait and see)
IOW - TXST can get an invite and apply to move by June 1, 2011 and would be able to play an FBS/FCS schedule in 2011, (if they could line up teams), with a conference invite all worked out. They would not be bowl eligible until 2013 though

It all hinges on having an actual invite in place by June 1
EX:
2010 - Southland, Receive Conference Invitation, Notify NCAA/SLC of FBS
2011 - FCS Independent
2012 - FBS Transitional
2013 - Full FBS Membership

Query: How does this affect the highly unlikely scenario of an entire conference jumping en masse?

SuperHornet's Athletics Hall of Fame includes Jacksonville State kicker Ashley Martin, the first girl to score in a Division I football game. She kicked 3 PATs in a 2001 game for J-State.
