Not that simple. POTUS can deny entry based on nationality but a blanket ban on all Muslims would face legal challenges under:
- First Amendment – Establishment Clause, The government cannot target or disfavor a religion.
- Fifth Amendment – Equal Protection principles - federal actions cannot discriminate arbitrarily against protected classes.
- Religious discrimination law and precedent.
