The Aug. 13 move comes days after Trump seized control of Washington, D.C.'s local law enforcement, deployed National Guard troops, and ordered people living outside to "immediately" move, suggesting, as the president put it, that they be relocated "FAR from the Capital."

Notably, both sets of statistics seem out of keeping with the views of D.C. residents. About 65 percent of them told The Washington Post that crime was a “very” or “extremely” serious problem last year, even as violence declined.

Perhaps locals are responding to a measurable increase in public disorder—petty offenses such as vagrancy, shoplifting, and unsanitary conditions, which drive our perceptions of major crime. As I noted in a Manhattan Institute report last summer, indicators such as unsheltered homelessness and sanitation-enforcement requests to the city’s 311 line have spiked (and those trends continue into this year). When Trump complains of rising “squalor,” he’s not off base.

Such problems on their own would not necessarily warrant a federal takeover, though. What might is the fact that although crime is declining, Washington is still far more dangerous than the capital of the United States should be. Let’s not define deviancy down.

In a report published in July, it was revealed that a D.C. police commander was recently suspended for falsifying data to improve the city's crime statistics.

According to sources, the conspiracy is widespread and essentially an unstated policy. The D.C. police union, which has been working to expose all this, says that multiple supervisors have been reclassifying crimes so that they don't show up in the reports.

In other words, department leaders have been changing stabbings, shootings, and carjackings to lesser classifications like felony assault because then they will not show up in the daily crime statistics. Those crimes are also not required to be reported to the FBI, which is where most crime statistics are compiled nationwide.

All of this is deliberate.
