Targeting Rule to be Revised

Nobody even knows what targeting is, as it's interpreted differently in different conferences. The NCAA is apparently tightening that up, along with allowing for the appeal of a follow-on suspension for first-half targeting fouls. I'd also like to see conference and NCAA review of all targeting calls with the proviso that ANY follow-on suspension is wiped out if the zebras made a bogus call. Apparently, the NCAA has also allowed for wiping out the personal foul penalty if video shows that no foul took place; as it stood before, ANY call that led to a targeting review led to a 15-yard penalty, even if replay showed that no targeting took place. Conceivably, a call COULD end up being a personal foul without targeting (i.e. a simple unnecessary roughness), which WOULD retain the penalty, but if a zebra takes a bad angle and throws his or her flag, if replay shows no legit foul to begin with, the entire thing should be erased....
