So why is William & Mary Norfolk Division a I-A Independent while AppSt and GSU are still I-AA SoCon? :suspicious:

I thought Old Dominion was technically FCS independent this year?

They announced a move to Conference USA in May of 2012. But, delayed their transition a year so that they would be eligible for the FCS playoffs last year.

They're on the same timetable for a move-up as Georgia Southern and App, iirc.


Edit: found an article with some clarification.
Technically, the Monarchs are a I-AA independent this year, ineligible for the I-AA playoffs and I-A bowl games. Senior associate athletic director Bruce Stewart, though, said the Monarchs are more of a "hybrid" in between the two divisions.

While most I-AA teams are allowed 63 scholarships, the Monarchs can have up to 85 in preparation for their move next year. Stewart said they have around 75 scholarship players on the current roster.

"When we play the likes of [I-A teams] East Carolina, Maryland, Pitt, Idaho and North Carolina, we will count as an FCS [Division I-AA] team for them, for scheduling purposes," Stewart said. "However, why I say we're a hybrid is we just came off a gauntlet of four FCS teams that we played and trust me, they don't look at us as an FCS team, they look at us as an FBS team and rightfully so."

ODU is an FCS independent this year (however ESPN has mistakenly listed them as an FBS indy).

From the AJ-C:

After accepting an invitation to join, the conference is requiring that Georgia Southern declare its intention to the NCAA to move from the FCS level to the FBS level by June 1 (2013). Doing so will meet the NCAA’s deadline to be eligible to play on the FBS level by 2014, but it also will mean that the Eagles will be ineligible to compete for the FCS football championship in 2013.

The same criteria will apply to Appalachian State,


ODU announced in April, 2012, correct?

Ugh. Such misinformation.

There are two factors. The first is when you file the paperwork for the move to FBS. Old Dominion made a public announcement before whatever deadline it was (June 1?) but did not file the paperwork until after. This kept them eligible for the playoffs that year (2013) and delayed the beginning of their transition period.

The second factor is when you exceed the 63 scholarship limit. Even if you file the paperwork after June 1, you can decide to add scholarship players that could push you over the limit and void your eligibility for the playoffs.

In some cases, a third factor can come into play and that is how the existing conference wants to play it out. Maybe they give you the boot immediately. Maybe they say you can play the schedule as set last Jan-Feb, but you can't be crowned Champions (CAA).

The two year transition means you will be an FCS Indy the first year and an FBS Indy the second. This is mainly important to the FBS opponents of the transition team as they schedule for bowl eligibility. I don't exactly know what the difference between ASU/GSU and ODU is. I thought it was just different by one year on the calendar. But maybe ASU/GSU are taking a different approach. Not sure.
