I agree, though I doubt ND meant it that way.
I think another part of the thinking is to take ammunition away from their rivals, who would mock the shit out of that line.
I mean, if PSU had a "children's appreciation day", that shit would have to go, even for a good cause.
Take away as much of the ammo as possible, because the jokes are going to last for years.

No big deal, there were 10,000 people disguised as empty seats at Beaver Stadium this week.
By the end of the season it will be 25,000
2013, 2014, the place will be just over half full.
